Yves Bernard Ningabire

– CHIEF OPERATING OFFICER –

He is a skilled professional who, prior to joining CVL, served as Permanent Secretary in the Ministry of Trade and Industry in Rwanda since July 2021. Prior to this appointment he served for 5 years as Director General in charge of Planning, Monitoring and Evaluation in the Ministry of Local Government, where he coordinated the planning, monitoring and evaluation processes for the Ministry, its 10 affiliated agencies, Provinces, 30 Districts and the City of Kigali.

EDUCATION

He holds a Bachelor’s Degree in Business Administration majoring in Accounting from the Kigali Institute of Science, Technology and Management (KIST), and a Masters Degree in Business Administration majoring in Project Management from Maastricht School of Management (Netherlands).

EXPERIENCE

Since 2004, he has served in different leadership capacities at the Sector, District, Provincial and National levels in areas related to Governance, Decentralization, Social Protection and Public Finance Management.

Before joining the Ministry of Local Government, he served as Deputy Secretary General and then later as Secretary General of Rwanda Association of Local Government (RALGA) that represents, advocates for and builds the capacity of Local Government (all the Districts and the City of Kigali).

He has contributed to the formulation and implementation of various policies including the Decentralization Policy, the Local Economic Development and Community Development Policy and the Social Protection Policy and to other reforms that have been undertaken by the Government to continuously improve the performance of Local Governments and accelerate the improvement of Socio-Economic conditions of Rwandans.

He is a currently member of the board of Muhabura Multichoice (as government owned company created to ensure financial sustainability of Rwanda Correctional Services -RCS), member of the Board of NPD Ltd, a Rwanda’s premier civil engineering and Construction Company and chairperson of the Board of Rwanda Cooperatives Agency. He also served at the Board of Rwanda Revenue Authority till March 2022.
